HOW DO I STOP WINDOWS FROM ASKING ME
FOR A LOGON NAME AND PASSWORD AT STARTUP?

  1. Disable multiple user profiles. In Control Panel, launch the Passwords applet. Select the User Profiles tab. Select, “All users of this computer use the same preferences and desktop settings.”

  2. In TweakUI, on the Paranoia tab, disable the option to “Clear last user at logon.”

  3. In Control Panel, launch the Network applet and set “Primary Network Logon” to “Windows Logon.”

  4. Reboot the computer. When the password is requested, leave the password line empty and press Enter.

Microsoft has published a similar, but more exhaustive approach, which I recommend if the above, simplified form does not work. See the MSKB article, “How to Prevent a Windows 95/98 Logon Prompt at Startup.”
